How do you lose thigh fat?

For the most part, my weight seems fine. I’m 115 and 5′1″. But my thighs always feel HUGE and I need to know how to lose just thigh fat! I’m trying to cut out junk foods for the most part. Also, will exercising help, or make my thighs look even bigger because of the muscle? HELP!
I’m not quite sure if your thighs are fat or too muscular. If they are fat then do lunges. They make a quick, significant difference in your thighs. If they are too muscular then do any kind of cardio to melt that fat.
